In the month of June 2020, the Government of India started an initiative to make the returning citizens at a rate under the Vande Bharat Mission or VBM.

SWADES or Skilled Workers Arrival Database for Employment Support, the initiative was to show a card to those returning so that they could have relevant jobs in the country.

The returnees’ skill information was being shared with the Ministry of Skill Development and Entrepreneurship. It helps map skills as individual job descriptions.

Around 30700 people have already been registered so far under the SWADES initiative which is a joint effort of the Ministry of Skill Development and Entrepreneurship, Minister of External Affairs and Ministry of Civil Aviation.

SWADES skill cards are the next step in this endeavour. This will help the returnees to register at upcoming job fairs, move to partner countries and also find employment through Skill India’s employment initiatives

Swades Skill Card

Under the SWADES initiative, a skill mapping of citizens is conducted of citizens returning under the Vande Bharat Mission. It enabled those citizens that were laid off from their jobs in other countries due to the covid-19 pandemic, to return to India and register for the skill card.

SWADES developed a database of these citizens on the basis of their skill sets and experience. Once all the details are filled in, a SWADES skill card is issued.

Out of the total registrations, about 80% or 24500 citizens were those who have returned from Gulf Cooperation Council or GCC countries, which include: United Arab Emirates, Oman, Qatar, Kuwait, Saudi Arabia and Bahrain.

Due to the covid-19 pandemic, about 100000 Indian citizens had lost their jobs in UAE alone, in sectors like construction, hospitality and finance.

The Ministry of Skill Development also began integrating the details of the SWADES skill cardholders with Skill India’s official portal, Atmanirbhar Skilled Employee Employer Mapping or ASEEM.

ASEEM is a directory of the GOvernment of India of skilled workforce. The objective of this directory is to provide a platform that matches the supply of skilled workforce with the demand in the market, therefore, providing better livelihood opportunities.

Benefits

After the details have been filled in and this card has been issued, the job requests are shared with the Indian and foreign companies. The vacancy of employment opportunities will be then sent to a job seeker’s number and email address, depending on the sector’s expertise and work experience.

Close to 5000 Indians that have returned to the country have already benefited from this scheme and have gained employment in sectors like construction and manufacturing.

Registration Procedure

If the applicant fulfill the eligibility criteria given by the concerned Ministry, they can apply for the SWADES skill card online by following the steps given below:

  1. The applicant has to visit the official website
  2. They will find the SWADES skill form. Fill in the required information asked in the form like name, contact details, passport number, employment status, district, email ID, work area, job title, total work experience, education qualification, etc
  3. Next, after selling and all the required information, the applicant has to click on ‘submit’. In this way, they can register online
