The Rashtriya Vayoshri Yojana is a scheme for providing Physical aids and assisted- living devices. These devices would be devices specifically for Senior citizens belonging to the Below Poverty Line category. The scheme is a Central sector scheme and would therefore be fully funded by the Central government of India. The expenditure for the implementation of the scheme is being arranged for from the “Senior Citizens’ Welfare fund”.
The objective of the scheme
According to the Census figures of 2011, the population of senior citizens in India is 10.38 crores. Of these, more than 70% of the senior citizens suffer from some disabilities largely related to old age. Statistical projections indicate that the elderly population will increase to around 173 million by 2026.
The features of the scheme
Some of the salient features of the Rashtriya Vayoshri Yojana are as follows:
- In the case of multiple disabilities or infirmities, manifested in the same person, all assistive devices will be provided in accordance with each disability or infirmity.
- ALIMCO will undertake free maintenance of the aids and assisted living devices for one year.
- No cost distribution of the devices, commensurate with the extent of disability or infirmity that is manifested among the eligible senior citizens.
- 30% of the beneficiaries in each and every district should be women, as far as possible.
- The state government or UT should identify beneficiaries in each district through a committee that is chaired by the Deputy Commissioner or District collector.
- The data of BPL beneficiaries receiving Old Age Pension under the NSAP scheme or any other welfare scheme can be utilised by the state government/district level committee/UT administration
- All the devices will be distributed in camp mode.
Eligibility criteria for the scheme
Senior citizens belonging to the Below Poverty Line and suffering from any age-related disability or infirmities like low vision, hearing impairment, loss of teeth and locomotor disability will be provided with such assisted-living devices that can help restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested over time.
Documents needed to avail the benefits of the scheme
In order to avail of the benefits of the Rashtriya Vayoshri scheme, the applicant must have these documents in place.
- Aadhaar card or any proof of identity like a Passport, Voter ID, driving license.
- Proof of BPL status – certificate from the district authority for eligibility / BPL ration card/proof of receiving Old age pension under the Indira Gandhi National Old age pension scheme under the national social citizen’s assistance programme (NSAP) / Any other pension scheme of the state / UT government for Senior citizens belonging to BPL category.
- A certificate from the Medical Officer is required to prove loss of vision, hearing impairment, loss of teeth and locomotor disability necessitating the use of a wheelchair.

The Aids and Assisted-Living devices are provided to eligible elderly beneficiary senior citizens under the Rashtriya Vayoshri Yojana are as follows:

राष्ट्रीय वयोश्री योजना
राष्ट्रीय वयोश्री योजना भौतिक सहायता और सहायक-जीवित उपकरण प्रदान करने की एक योजना है। ये उपकरण विशेष रूप से गरीबी रेखा से नीचे की श्रेणी के वरिष्ठ नागरिकों के लिए उपकरण होंगे। यह योजना एक केंद्रीय क्षेत्र की योजना है और इसलिए इसे भारत की केंद्र सरकार द्वारा पूरी तरह से वित्त पोषित किया जाएगा। योजना के क्रियान्वयन पर होने वाले व्यय की व्यवस्था “वरिष्ठ नागरिक कल्याण कोष” से की जा रही है।
योजना का उद्देश्य
2011 की जनगणना के आंकड़ों के मुताबिक भारत में वरिष्ठ नागरिकों की आबादी 10.38 करोड़ है। इनमें से 70% से अधिक वरिष्ठ नागरिक वृद्धावस्था से संबंधित कुछ अक्षमताओं से पीड़ित हैं। सांख्यिकीय अनुमानों से संकेत मिलता है कि 2026 तक बुजुर्गों की आबादी बढ़कर लगभग 173 मिलियन हो जाएगी।
योजना की विशेषताएं
राष्ट्रीय वयोश्री योजना की कुछ मुख्य विशेषताएं इस प्रकार हैं:
- एक ही व्यक्ति में प्रकट होने वाली कई अक्षमताओं या दुर्बलताओं के मामले में, प्रत्येक विकलांगता या दुर्बलता के अनुसार सभी सहायक उपकरण प्रदान किए जाएंगे।
- एलिम्को एक वर्ष के लिए एड्स और सहायक जीवित उपकरणों का मुफ्त रखरखाव करेगा।
- योग्य वरिष्ठ नागरिकों के बीच प्रकट होने वाली अक्षमता या दुर्बलता की सीमा के अनुरूप उपकरणों का कोई लागत वितरण नहीं।
- जहां तक संभव हो, प्रत्येक जिले में 30% लाभार्थी महिलाएं होनी चाहिए।
- राज्य सरकार या केंद्र शासित प्रदेश को उपायुक्त या जिला कलेक्टर की अध्यक्षता में एक समिति के माध्यम से प्रत्येक जिले में लाभार्थियों की पहचान करनी चाहिए।
- एनएसएपी योजना या किसी अन्य कल्याण योजना के तहत वृद्धावस्था पेंशन प्राप्त करने वाले बीपीएल लाभार्थियों के डेटा का उपयोग राज्य सरकार/जिला स्तरीय समिति/यूटी प्रशासन द्वारा किया जा सकता है।
- सभी उपकरण कैंप मोड में बांटे जाएंगे।
योजना के लिए पात्रता मानदंड
गरीबी रेखा से नीचे के वरिष्ठ नागरिकों और किसी भी उम्र से संबंधित विकलांगता या कम दृष्टि, सुनने की दुर्बलता, दांतों की हानि और चलन अक्षमता जैसी दुर्बलताओं से पीड़ित ऐसे सहायक-जीवित उपकरण प्रदान किए जाएंगे जो उनके शारीरिक कार्यों में सामान्य स्थिति को बहाल करने में मदद कर सकते हैं। , समय के साथ प्रकट हुई अक्षमता/दुर्बलता पर काबू पाना।
योजना का लाभ लेने के लिए आवश्यक दस्तावेज
राष्ट्रीय वयोश्री योजना का लाभ उठाने के लिए आवेदक के पास ये दस्तावेज होने चाहिए।
- आधार कार्ड या पहचान का कोई प्रमाण जैसे पासपोर्ट, वोटर आईडी, ड्राइविंग लाइसेंस।
- बीपीएल स्थिति का प्रमाण – राष्ट्रीय सामाजिक नागरिक सहायता कार्यक्रम (एनएसएपी) के तहत इंदिरा गांधी राष्ट्रीय वृद्धावस्था पेंशन योजना के तहत पात्रता / बीपीएल राशन कार्ड / वृद्धावस्था पेंशन प्राप्त करने के लिए जिला प्राधिकरण से प्रमाण पत्र / राज्य की कोई अन्य पेंशन योजना / बीपीएल श्रेणी से संबंधित वरिष्ठ नागरिकों के लिए केंद्र शासित प्रदेश सरकार।
- दृष्टि की हानि, सुनने की दुर्बलता, दांतों की हानि और व्हीलचेयर के उपयोग की आवश्यकता वाले लोकोमोटर विकलांगता को साबित करने के लिए चिकित्सा अधिकारी से एक प्रमाण पत्र की आवश्यकता होती है।
