Mission Karmayogi is also known as the National Program for Civil Services Capacity Building. The two components under the online platform will be
- Data-driven strategic HR decision-making will lead to the strategic HR management of the government.
- Artificial intelligence-enabled assessment of competency levels and identification of competency gaps in an individual.
The entire program is being managed by a robust institutional framework that will compile shared ownership between the state and the center which compliments the policy framework that revolves around factors such as implementable policies, Government modalities and create momentum. This will promote an environment of transparency and accountability which will then enable a clean line of strategy and implementation.
What is Karmayogi?
Essentially, it is being developed into an online learning platform which is an integral part of the Digital India stock of capacity building for all Government employees. The barriers of traditional measures are challenged by providing anytime, anywhere and any device learning and training about 2 crore users. It is preparing to become a full stacked source in the content industry and evolve into a vibrant and state of the art marketplace to serve content models on FRACS. Content that will be put out can either be curated by organizations in-house, individual government ministries, or even through knowledge partners. To ensure quality control, universities, private content providers, best-in-class institutions, and individual resources will be made available to inform of training modules.
Funding
The scheme will cover around 46 lakh, Central employees. To cover that, a massive amount of rupees 500. 86 crores are projected to be spent over 5 years beginning from 2020-2021 and ending in 2024 to 2025. It will be provided in multilateral assistance to the tune of 50 million dollars.
The scheme aims at reforming the Indian bureaucracy to prepare civil servants for the future. It runs on the fundamentals of comprehensive reform for capacity building at an individual, institutional, and process level to promote more efficient public services. It was launched on September 20 2020 by the Prime Minister-led Union Cabinet. The scheme will consist of a Council of Members which will include chief ministers, union ministers, public service functionaries, global thought leaders, and thinkers. This initiative is a much-needed solution to the slow progress in civil service relevance by the fast-changing times.
